causation or correlation?

in the spirit of the upcoming season... Is the ridge that is responsible for the drought conditions also solely responsible for a dead tornado season? here's what I mean: I understand that dry is not good for tornadogenesis. However, with all things equal, when the ridge breaks down and there is a rich return of Gulf moisture with a strong sub tropical jet, does it matter? The question is whether or not soil moisture is really that important when all other factors are favorable?
 
There is a pretty good chance the drought will not last through spring.
