Veering (backing) winds and WAA (CAA)

Is WAA (CAA) always associated with veering (backing) winds or are there circumstances in which this relationship doesn't hold?

I assume the tropics, being highly barotropic, wouldn't see such a relationship but the midlatitudes would due to the high baroclinicity.

This rule of thumb is only valid on the synoptic scale where geostrophy is valid.

Yes, what Jeff D said. Local effects and smaller scales can deviate. Think terrain, bodies of water, or even smaller boundary set-ups.
