Weird Weather Pattern?

Ok, this is driving me crazy. It's time to ask the experts!

I don't remember a recent chase year with such a weird
upper air pattern -- or model forecast. For example:

How often does this strange pattern develop this time of year?

Look at the spaghetti side (right map) and you'll note that the average (left map) has no bearing on reality. That will not occur.
