SlashDot article: Pay for WX data?

It's a poorly written and non-researched attempt to stir the pot... The NWS has been providing data online for over a decade, so I find it hard to believe the Bush administration is considering whether they should allow NWS to put data online for free since they are now.
Does anyone remember the salient points of the Fair Weather Policy? As I recall, it was ambiguous and looked like it was turning data over to the big vendors rather than making it free, but there was a counterpoint that the opposite was true. This was so long ago that I can't remember how it went.
