WSV3 custom radars not working

Hello, I am working with the WSV3 custom radars. I have followed all the steps given in the user manual, it is an actual .gis file with the correct name, in the correct folder. The data server is correct and in the status it is saying it found 213 sites, but nothing happens even with me refreshing.

I'm not sure any WSV3 techs are on the Stormtrack forum. I might suggest going to the help for WSV3 instead.
