With that kind of budget I would recommend something from Davis Weather Instuments; the Weather Wizard III or Weather Monitor II series would fit into your price range. There's more expensive models but I doubt you would use their functionality in a vehicle.
Which brings up some other considerations; weather stations in general can be difficult to implement in a mobile setting.... make sure you do a lot of research on how to use one in this manner or the data you collect will be of limited usefullness.

Check out Ebay. You can get a Davis Vantage Pro II for less than $500. I have used the seller provantagecorp many times.
