TVS and MESO Scales?

Hi,

I see in most of my storm tables a value for TVS and MESO. I understand conceptually what they are, but I don't have a sense of scale. Is a TVS value of 2 high or low, and what scale do they apply the values to. I tried Google for this answer, but I'm apparently not putting in the right search query.
