Legislation to Create a National Disaster Review Board

I can't find an official copy of Rep. Sorensen's bill but based on media coverage, I see two issues:
  1. The most important is that it appears the Board will only be able to demand info from some federal agencies and no state or local agencies. If correct, this is a major shortcoming. Much of the response to disasters is local.
  2. It appears the Board will be located in D.C. If so, it will be wall-to-wall lobbyists and, worse, the people of D.C. are political junkies and don't care about disasters unless there is a political angle to them. It believe the Board will be much more effective if it is located outside of Washington.

If anyone is still not convinced the warning system is deteriorating:

While there has been plenty of conversation about the "too low" forecast for north central Oklahoma Thursday, the warning system itself continues to deteriorate. See KC Star article regarding the Belton MO Tornado on the 17th. As the tornado was touching down, people in Belton were receiving a message saying the tornado warning is cancelled." There are reports the WEA was a mess but I haven't had time to get into that.

Thursday, the City of Kansas City MO sounded the tornado sirens for a tornado 25 miles to the northeast with the storm moving (away) toward the northeast! My daughter (western blue dot) was listening to the sirens going off for the rotation to the northeast. The "tornadoes are unpredictable so if any part of the county is warned, we sound the sirens in the entire county" is 1960's siren operation philosophy.
