Yes, I guess it was an IBW failure. But, I don't fault the warning forecasters at all. It was a very serious and violent storm for a few minutes headed right towards Wichita. But then it just dissipated as quickly as that. Wichita got lucky and dodged a bullet - if that tornado held together it would have been another Moore. So, the "tornado emergency" button was pressed. What else to do? If the lever is there, you use it. What's the difference? A tornado warning is just that. Call it an emergency or by any other name....people react to the preponderance of the evidence at their disposal. So, the "social scientists" can come up with whatever wording is optimal, but people still use their 5 senses to protect themselves.
