Bugged Winter Reports

For some reason, whenever I go submit a Winter Report on Spotter Network, it bugs out and says it's either a "Damage" report or an "Other" report. Does anyone have the same issue? Also, does anyone know why this is happening? (Screenshots below.)

I had this issue too. I don't know why they are saying to use the winter report form when I did.
