This only came back because someone decided to conduct an internal review of the decisions and policies that caused this to happen. I agree, though, that is of little practical significance outside of NOAA leadership. I think those who followed the story know that Neil Jacobs caved to pressure from DoC heads (likely Wilbur Ross via the president), because he was risking his job if he otherwise defied a (stupid) order from his superiors.
Same thing as in "A Few Good Men" just with significantly less human toll.
