The language of the bill at
http://www.fas.org/sgp/congress/2004/s2400...00-imagery.html
says it refers to data that "are prohibited from sale to customers other than the United States Government and its affiliated users under the Land Remote Sensing Policy Act of 1992 (15 U.S.C. 5601 et seq.)"

This sounds like it deals entirely with data from military satellites. I don't think any GOES data is prohibited from sale outside the government and its contractors.
