OK, I think I have a clue. I have an old ipad that is stuck at IOS 9.3.5 and it has an old version of of Radarscope (3.13.1) that the layers more closely resemble what you have - even though the iPad has more than you listed.

I'm on IOS 14.6 with radarscope 3.9.3

EDIT: currently updating to 4.6.3

EDIT 2: the update has statements but only on pro tier 2

I do have an Allison House data subscription. That might be why I get it without being on one of the subscriptions.
