Historical surface obs and upper air maps

I was wondering if anyone knew how to get the surface obs and upper air maps for the central us from March 13th 1990. This was the day of the hesston ks long track tornado. I wanted to do some research and see how things panned out that day and why. Any help would be appreciated.

The NARR asks you to build a dataset first, then you can plot, unless you have a program like Gempak, Garp, IDV, or GrADS don't choose to FTP files but choose to plot data, then you will be given a screen where you can select a various fields in the dataset.
