CIHN values on sounding chart ...

Can anyone tell me if the negative values posted under the CIHN column indicate a strong cap ?

CINH is always negative or 0. Values from 0 to -50 are generally considered a weak cap, -51 to -199 a moderate cap, and -200 or more a strong cap.
