The northwest including Washington state can see violent tornadoes like the Vancouver, Washington F3. If a funnel cloud is close to the ground and rotation is observed on radar wouldn't it be better to be safe than sorry and issue a warning?
 
From all appearances, I would say this storm situation fits the criteria for a severe storm warning.

Pea-sized hail (even a lot of it) doesn't fit the criteria for SVR. Same with a funnel cloud. The setup they had was conducive for funnel clouds, but not tornadoes. Hence the lack of a tornado warning.

If a funnel cloud is close to the ground and rotation is observed on radar wouldn't it be better to be safe than sorry and issue a warning?

Not always.
