That's very interesting. It makes me even more infuriated when I see people (I live in TX) watering the street in addition to their lawns. (misaligned sprinklers)
 
In my experience it's been corporate properties that do that a lot. I remember during the big high-tech boom in Dallas during the late 90s, you'd drive around new office parks at night and the streets would be soaked.
