This is a story from the Springfield IL State Journal-Register (may have a paywall, you get several free views if you're not a subscriber) concerning the coordinated decisions of the NWS, emergency personnel and event organizers in Taylorville IL on the day of the tornado (12/1).

There are a few inaccuracies here and there (for example, the first "tornado emergency" for Moore OK was in 1999, not 2013) but overall it's an interesting overview of the situation and everything that went into how people were warned. There was a big Christmas parade scheduled for that afternoon/evening which was called off about an hour before the tornado hit due to the severe weather.
