What do I need to complete to participate in the spotter network?

I'm undergoing trying get that set up myself. According to the site there is a 'basic training' course we have to complete along with the test at the end to have full access to what spotter network provides. If you have your login set up all you need to do is complete the course. Here's the link to the course.
