SPC Public Severe Weather Outlook???

Since yesterday, throughout the day yesterday and evening this morning the SPC is randomly posting Public Severe Weather Outlooks for areas that doesn't even have a slight risk. It stays up for a bit, then they take it off, and then they repost it.

Yesterday they posted it numerous times for the upper Great Lakes region, today it's for Ohio Valley. You click on the "read" link and it just says "no public outlook in effect".

What's the deal?
 
I've expirenced the same thing. The other day when svr strm ww was up for western/central new york as the squall line was plowing through western/c.newyork. I heard the alarm on nwr go off (had it set to all counties) so I wanted to see the county outline. I clicked on the watch box but got the same response as what the previous poster expirenced. After a few minutes it worked just fine.

Could it be server busy problems?, which it being such an active period last week. Could it have been a lot of people on the site and that causing problems?.
