I remember Paul Kocin giving a talk to our AMS chapter about this, back when he was still walking out the details.

I'm not sure If I am sold on it though. It doesn't take into account blizzard conditions like blowing and drifting. NYC's 27" snow was a very easy storm for them. The snow was very dry and there were no massive drifts. Nothing like the blizzard 96 or 1888.
