Scientist Are working to 'Steer' Huricanes

I saw the movie some time ago, but found the link to it on Amazon below...

I am not sure if you can still rent it or not (try Netflix or Blockbuster).

It's a bit cheezy, but shows two scientists ... One (the bad government guy) who found a way to intensify hurricanes via a balloon-borne "device" and another (independant and broke) who found a way to steer storms via a "device" towed behind a plane.

The "Mad" government agency recruits the independant guy to continue developing his weather "steering" device so that a hurricane can be used as a "weapon" of mass destruction (aka: explosivly deepen it overnight to 160 MPH+ and steer it into an "enemy's" coastline).

These "devices" could really liven up 2007 in the Atlantic - In the movie, they bring a cat-5 storm into L.A. despite 55 degree F SST's and shear! One of their evil "mess up's" gone astray was Andrew in 1992 ;-)
