Close Lightning
Shooting from inside a car is the best solution, with all of the difficulties mentioned by everyone else.
While not extremely close, I shot this one using a 6X7 medium format camera, and was standing in a hotel parking lot, while a anvil crawler show was in progress. The bolt hit about 1/2 mile away. The lens used is roughly equivalent to a 22.5 mm lens on a 35 mm camera.
I have closer strikes on video.
OBTW, the draconid meteor shower appears to be peaking now at 1:18 AM on October 9.
