I don't know if you already apart of one. But, for the Canadian weather enthusiasts, there are a couple of severe weather spotter programs set up by the government that we can participate in. According to Environment Canada, the success of their tornado alerts is accredited to the first hand reports from emergency personnel and weather spotters.
Most the learning I've done is through the program itself. It's easy to get the hang of, and is a great starting point for beginners.
