Dust devils becoming tornadoes

I have a book (that I got in the 90's), titled the "National Audubon Society Field Guide to North American Weather", that makes a claim that still intrigues me to this day. It states, "Cumulus congestus clouds are sometimes seen above dust devils; on rare occasions the dust devil's rotating updraft merges with that of a growing cumulus congestus cloud to create a hybrid non-supercell tornado." My question is: are there any specific cases of this transition actually happening? In all these years, I have yet to know of a date and place where this has been known to occur.
 
It is so dry at the Atacama desert—even with the ocean nearby…one might imagine it could happen there…unseen?
 
I seem to remember a magazine article about a cave where it was advised to not build a fire. The author did..,a whirl came out and that became a dust devil.

I think the author had two kids:

“It’s dissifading”
“Dissipating”
“That’s what I said…”
