4-22-15 Meso with hail with temps only in 40s?

20150422_170629.jpg20150422_170727.jpg These photos were taken along rt 88 in N.Y. just east of Binghamton. Is that a meso? There was rain mixed with some sleet then hail up to at least 5/16th inch. The hail started near this feature. No thunder or lightning but there was a line that developed with some "system".
 
Looks like it, but hard to tell from a still photo alone. Do you have any video, or did you see any rotation? It certainly can happen at such temperatures; last September I observed a high-end EF-1 tornado in northern New Mexico and the temperature on my car thermometer never got above the upper 40s.
 
Thanksgiving 2005, there were two mesocyclonic weak tornadoes associated with mini-supercells on the Maine coast near Brunswick.
Temps had been in the 20s with a couple of inches of snow falling just a few hours before. Warm/coastal front lifted through,
and temps moved up into the low 40s, and the tornadoes occurred.
