Can anyone provide an awnser on why water vapor can condense faster in low pressure such as a tornado?
 
It can't, but I'm not totally sure exactly what you're asking. Can you rephrase the question to make it more clear?
 
Pressure and temperature are related in the Ideal Gas Law - they're directly proportional, so that a decrease in pressure leads to a decrease in temperature, in a fixed mass of gas at a constant volume.
