Urgent Help needed with Video editing

I have a video that I recorded today of some great convection. The frame rate is at 11fps. I am trying to change the frame rate to where you can visibly see the convection grow. I am able to change the frame rate to like 200fps and am able to see the result. My problem is I am trying to save the video with an actual frame rate of 200fps. So basically what would be a 15 minute video would be actually 2 minutes or so.

I prefer software that is free to do the operation. I just cant seem to find the right keywords to search with to find the right help. Apparently Video Timelapse returns too many "image sequence" operations that I already know to do. Now I just need to figure out how to change video to show the convection rise faster.

If you guys could help, that would be awesome.

download Sony Vegas Pro. Here is the link to their free trial, which in the past has been 30 days. This software can do it all. There are also some stripped down versions that sell for much cheaper but I am not sure of their abilities as PRO is the only version I have used.
