If they where to add a doppler to a new city would they have to form a NWS office to run it?

Evansville, Indiana received a radar. That came after years of public outcry when the NWS closed their office there. I believe Paducah operates it, but the NWS Office is actually in Paducah (KPAH).

Mike, that grphic of the radars is from the MPAR paper last year. Yes, most 'later' radars come from a local push to make it happen. An Alexandria, MN radar would be nice too.
