The effects of leaves when dealing with wind damage to trees

Not sure if this should go in here or not, move if need be.

This has been bugging me ever since the city i live in decided to trim all trees that were between the street and sidewalk.

I have always figured trees with a large canopy but few limbs/leaves below that are more at risk to being snapped during high winds. While trees that have large amounts of leaves across the entire tree from trunk to tip top would have more surface area for wind to push on, wouldn't a tree with only leaves at the top causes all the stress to be focused on the middle of the tree and lead to a greater chance of breaking at a higher and thus skinner/weaker point?
