Problem Posting

I am a new user and can't figure out how to post a message. I
I tried to post and it kept asking me to put people's name in the box but I'm trying to post publicaly,( like start a new thread) but cant figure it out. I do not want to post to a specific person(s). Can someone help?

Well, if you look at this post, you seem to be able to do it just fine.
