NWS Service Assessment for Katrina

This just came out on the 3rd and was a good read: Katrina Assessment

What I found most interesting was the discussion on the issuance of those eye-wall tornado warnings. As you know the best place to go when a tornado or extreme wind event is occurring is the lowest level of your home. This is not the case when there is a monster storm surge. Sounds like a new Extreme Tropical Wind product is in the works to alleviate potential confusion and "advice".

EWW will be issued under the TOR header.

SUBJECT: ISSUANCE OF EXTREME WIND WARNING DURING HURRICANE LANDFALLS

THE EXTREME WIND WARNING WILL BE ISSUED BY SELECT NWS WEATHER
FORECAST OFFICES TO WARN THE PUBLIC TO IMMEDIATELY TAKE SHELTER IN
AN INTERIOR PORTION OF A WELL-BUILT STRUCTURE DUE TO THE ONSET OF
EXTREME TROPICAL CYCLONE WINDS. THE PRODUCT WILL USE EXISTING AWIPS
AND WMO HEADINGS FOR TORNADO WARNINGS /AWIPS HEADER - CAETORCHS
WMO HEADER - WFUS52 KCHS/.

FOR THE 2006 HURRICANE SEASON...A TORNADO WARNING FOR EXTREME
TROPICAL CYCLONE WINDS MAY BE ISSUED BY THE WFO WHEN ALL OF THE
FOLLOWING CRITERIA ARE MET:

1. IMMINENT OR OCCURRING ONSET OF TROPICAL CYCLONE-RELATED SUSTAINED
SURFACE WINDS...GREATER THAN OR EQUAL TO 115 MILES PER HOUR.

2. EXTREME TROPICAL CYCLONE-RELATED WINDS ARE EXPECTED TO DEVELOP
WITHIN A WFOS COUNTY WARNING AREA WITHIN AN HOUR.

THE WARNING VALID TIME WILL BE TWO HOURS OR LESS USING COUNTY
UNIVERSAL GEOGRAPHIC CODES /UGCS/. AN EXTREME WIND WARNING PRODUCT
WILL NOT BE REISSUED FOR THE SAME LOCATION. IF FOLLOW-UP INFORMATION
OR UPDATES ARE NECESSARY...THE WFO WILL USE THE SEVERE WEATHER
STATEMENT /SVS/. ALL WFOS WILL USE THE SAME TEMPLATE PROVIDING FOR
PRODUCT CONSISTENCY.

EXAMPLE:
WFO CHARLESTON IS ANTICIPATING THE IMPACTS FROM HURRICANE XXXXXX.
THE HURRICANE HAS SUSTAINED WINDS OF 140 MPH WITH A VERY TIGHT
EYEWALL AND WELL-DEFINED EYE. THE STRONGEST PORTION OF THE HURRICANE
IS MOVING ASHORE IN ABOUT AN HOUR WITH EXPECTED SUSTAINED WINDS OF
130 MPH. WHILE THE AREA HAS BEEN UNDER A HURRICANE WARNING FOR 24
HOURS...WITH THE CORE OF THE STORM NOW MOVING ASHORE...WFO CHARLESTON
BELIEVES A WARNING FOR EXTREME WINDS IS WARRANTED AND MEETS THE
ESTABLISHED CRITERIA.
