NHC Cyclone reports for Dean and Felix

Both hurricanes attained 150 kt (175 mph) sustained winds at their respective peak intensities. Dean is now thought to have achieved category 5 status twice, once at 0600Z on Aug 18 (145 kts at 923 mb) in the eastern Caribbean and before landfall. Minimum central pressure is now estimated at 905 mb.
