One thing that has been also noticed ... look at the direction of the winds, it was from bottom side of the photo towards the top (from W towards N there)...but then look at the building's roofs where they have been blown? Towards WNW, so almost in the opposite direction of main flow.

I cannot imagine such, lets say vorticity along the strong downburst, that would remove roof in the opposite direction. Any comments on that? Only tornado could do something like that, imo.

Question please.. Does your area have damage assessment teams or a weather service that will evaluate this damage and make their determination?

no, unfortunatelly not. Our NWS is not doing this, we only have civil protection organization but again is not working on such things.
