How to obtain access to a mandatory evacuation area during a hurricane?

I am hoping to document a hurricane this year, however after reading some other threads on ST I'm concerned about obtaining access to a mandatory evacuation area. Can anyone give me some direction / pointers on what credentials are needed for this?

You'd probably at the least need some official paperwork from the institution that sponsors your research. But even that might not be enough.

Early entry, luck, cop sweet talking, etc. There is no "official" way to get in, unless you are an "official". Ride with a veteran, you should be fine. Not even media or outside police/rescuers are aloud into some areas. Got this around Freeport with Ike. Oddly, Galveston was easy access. That's how luck plays a big roll.
