Death is the only method I've seen that's effective for keeping general citizens from pursuing severe weather, in particular tornadoes. Until it happens to them, everyone thinks they're immune. Unfortunately, the ones who have close calls but escape unharmed are only that much more driven to do it again. The general public and tornadoes is a purely Darwinian situation.

My approach from now on will be to explain it as graphic and real as possible when someone asks me about what tornadoes can do. "If you try and hang around long enogh to see this thing, you and your family will die." Trying to sugarcoat it doesn't work, these folks need to be scared.
