Well, without video or being a living witness I you can't really say if it was a funnel or not, but it sure as hell looks like one.
All you need for a visible funnel is the stretching of a vortex or a vortex already in the presence of condensation; you don't even need a strong cumulus congestus cloud to produce a funnel.
