PivotalWeather has it for free, although you can’t get soundings and not all parameters are included.

Sounds good. I'm testing WeatherModels this month, plus I've tested F5 for a month.
My use of ECMWF is pretty casual, so I'm trying to decide if I need to invest in a model platform or use something free (like Pivotal).

F5 has been pretty solid for ECMWF coverage, and at a great price. I may stick with it.
