I can't imagine this is real. Has to be a hoax.

A nice lady asked me one time why we can't just "shoot a big water rocket" into hurricanes. I still am not clear on what a "water rocket" is.

The only thing that seems plausible would be to introduce something on a massive scale that could cool temperatures off the surface, limiting upward motion or slowing release of latent heat. But then, I have no idea what that could ever be!
