Okay, after dozens of hours of search, there is what I could find.

Telus offers a 100$ plan that has free roaming to US. They didn't want to give me any coverage map because they do not want to tell who is the carrier in the US.

What I would suggest to those who will travel to tornado alley is to go and take a card (1-2-3 yr contract), and take the 100$ plan only for the season then switch to a plan called Connect 1 Day. With this plan, you pay 7$/month and 15$/day only when you connect. So it cost you only 7$ to keep the contract alive in December.

Up to date this is the best deal I could find for wireless data. Just wanted to share.
 
Maybe it is already known to you. However, some WX data products offer candian radar with Wx Works. Haven't ventured that far north to use, but I know it is there.
 
Telus has US roaming agreements with Alltel I know for sure on the phone side . I am not sure about EVDO but it would make sense.
