Wanted: Collaborators for development of a road icing parameter (forecast and realtime)

I am seeking collaborators to assist in the development of a road icing parameter that can be derived from realtime observations and model forecasts. If there is anyone who has experience with implementation and/or programming for this type of project, please let me know. Thanks!
