TVS Thresholds in GR Level 2

I'm not sure if I'm posting this in the right spot, but I just had a quick question regarding GR Level 2. I can never seem to get my account activated on the GRLevelX owners forums correctly, so in the meantime I figured I'd ask the question here.

Does anyone know what the TVS thresholds mean in GR Level 2? When you mouse over a TVS there is a title that says something like: "Threshold 9.6" and then below that something like "Threshold 1.3 .. 6700 feet" a big list of values like that. I'm well aware of what a TVS actually is, but I'm unsure of what these "thresholds" since there seems to be quite a few of them.

I can't say that I ever found a logical explanation for it, and it's been gnawing away at me for some time now.

I can't access the owners forum. I never got an activation email and I don't get an email when I "request another activation email". lol perhaps I'm missing something...
