Tornado Shelter App - Feedback

As tornado season is almost here, I've had an idea the last few years to come up with a map app for smartphones with public shelter locations but I need to find someone with the technical know how to help me set it up and/or co-run it. So I'm throwing out the idea to people on this board.

Is it a worthwhile app? Kansas has quite a few shelters along the turnpike that would need GPS coordinates.

If it was free, I think you could get some users. But I'm not sure how you would vet the list, keep it updated, and support the app without any funds (unless you're independently wealthy )
