Software for Voice Over and Pointer?

I am watching Mike Hollingshead's Storm Analysis 101 and am just wondering what software he uses to create a presentation where he can record his voice speaking over his slides, and use the pointer of a mouse to highlight certain features on said slides? Is it SMART Notebook software or something else? Any tips appreciated.

I ended up going with Mirillis Action! a couple of months ago for some future videos I have planned. $20 bucks or $32 bucks for a commercial use license. It's done a decent job so far on at least the test recordings I did.
