NWS warnings

Does anyone know the specific anatomy of severe weather warnings such as what number eas activation it is and such...I know it varies from office to office but the "encoded" bit at the top is the same; what does each part mean if anyone knows?

Seems from my googling that certain aspects of EAS vary by state
