I've been thinking about this, but couldn't come up with anew answer. My question is: How does moisture surge up a mountain? High elevations in the mountain get tons of snow but where does all the moisture come from?

As Rob says above. More generally, 'lift' in the atmosphere is what gets the moisture from the source area (near ground) high enough to make clouds, and in turn, precip, in the first place. Mountains can do this, fronts can do this, convection can do this, and so on.
