I'm logged in to spotter network on radarscope, but when I go to the Spotter Network part on RadarScope it says “this account cannot report location.

It appears you applied for two accounts back-to-back. For one of the accounts you have gone through training and for the other you have not. The one you've gone through training on is a gmail account.
