Found this via Tim Marshall (though I don't think he shot it):

Strangely beautiful. I assume this is essentially a non-dusty dust devil given that it's over a dark farm field. Perhaps the tarp acted like a mini greenhouse, increasing temperature under the tarp until a bit of wind lifted the tarp, releasing the heat, and forming the dust devil.

Very nice. I would think it would've been more violent than that to pick that up. And it seems strange to me that its strong enough to pick it up, but its not gathering any dirt or dust. I'll have to watch it again when Im able to get to the computer. Good find.

I suspect the tarp was there to keep in moisture, so the soil was probably moist -- thus no dust. I'm no farmer though, so I might be wrong.

Three points:
1) That was incredibly beautiful/cool
2) Best thread subject line EVAR
3) If Christo saw this he will be cryin himself to sleep t'night on his wee pillow.

I was anti-cyclonic. Uploader is listed as being from Austria. I'd guess that means the video is shot there or someplace near in Europe.

You know if it was in America, someone would either yell "Back-Up" or "I'm in the tornado" a million times...even if just for poking fun.

I've often wondered just how many vortex formations there are that we don't see, but are there in everyday life.
