Yeah, Brian, its a windmill turbine blade. We see them daily on the highway north of Dallas, and they really are SO cool.
This last spring while chasing in north Kansas, we came across some guys chasing and towing around THIS:
They stayed in the same hotel we did that night, so we asked what it was. From memory, I think they said they were from Sweden and the ice cream cone was for weather modification. Their theory was to get it near a tornado, "turn it on", and it would cause the tornado to dissipate. You can't make this stuff up.
I chatted with those guys as well....They were getting paid some big $$$ to go out and test that device. We were on a storm with them and it started putting down baseball size hail and they had to run for cover for fear of damaging it. It was supposed to generate a huge electrical charge, with the idea that it would kill a tornado. It would make a cool front yard ornament ;-)
