As has been discussed extensively here in a thread I cannot find right now, there is a reasonable case for shifting some FEMA responsibilities to the states, along with the federal funding needed to make such a shift work. However, early emergency response for large disasters does not fall under that case IMHO, because there are some disasters that are on too large a scale to be effectively handled at only the state/local level. Additionally, I do not see any indication of any shift of resources to the states in this instance to handle what will no longer be done by the feds because of this:
